ti_config_fragments: v8_android: Enable EXT4_USE_FOR_EXT2
Enable legacy Extended filesystem support through EXT4_USE_FOR_EXT2 config,
to fix the following Android VTS test fails for these modules :
run vts -m vts_ltp_test_arm_lowmem
run vts -m vts_ltp_test_arm_64_lowmem
