default: add BayLibre v4l2_codec2 fork

Mattijs Korpershoek requested to merge mkorpershoek/v4l2 into ti-android-14

In order to enable v4l2_codec2 (hardware encoding/decoding) via wave5, we need to fork the HAL because the AOSP version is not working out of the box.

Add BayLibre's fork.
