default: move all TI projects to ti-android-13

We still had some ti projects with the ti-android-12 branch. This was to use the same codebase during the migration from android 12 -> android 13.

Since we are mostly done migrating the userspace, move all projects to ti-android-13.

ti-android-12 is now in maintenance mode.
