BoardConfig: add snagrecover config files for all variants

Mattijs Korpershoek requested to merge mkorpershoek/add-snagboot-yamls into ti-android-13

This will simplify a lot the flashing instructions and is not that much of a maintaince burden.

Note that the HSFS variant for Beagle Play has been left out because there are only GP chips on the Beagle Play boards.
