common: neuralnetworks service should be managed at device settings

Service android.hardware.neuralnetworks-service-xtensa can be built from source. In that case, the prebuilt service provided in here can conflict with it.

Erase init_rc and vintf_fragments from here so that device settings can manage it and avoid conflicts.
