display: migrate to hardware composer v3
drm_hwcomposer now officially supports hw composer v3: https://gitlab.freedesktop.org/drm-hwcomposer/drm-hwcomposer/-/merge_requests/255
We can remove the HAL from the device manifest because drm_hwcomposer comes with its own manifest fragment.
We also don't need anymore android.hardware.graphics.composer@2.4
