Add new trusted applications for xtest and update to optee v3.21

Since optee_test v3.16, there is a test for BTI. On optee_test v3.20, tests for subkeys were added and sha_perf test was renamed to hash_perf.

This add trusted applications needed for the tests.

Since optee-os v3.21, the flag CFG_BUILD_IN_TREE_TA was added to allow enable or disable building "User TAs".

This renames flag accordingly.
