mt8365: set debug.stagefright.ccodec_timeout_mult

Felix Freimann requested to merge AdaptivePlaybackTest into mtk-android-12

Add property debug.stagefright.ccodec_timeout_mult to allow for a longer watch timeout when executing CtsMediaTestCases/ android.media.cts.AdaptivePlaybackTest tests. The property is used to multiply the watch timeout.
