Revert "[RFC] backlight: pwm_bl: do not apply initial PWM state"

Vitor Sato Eschholz requested to merge vsatoes/pwm-bl into mtk-android12-5.10

The removal of the call for pwm_apply_state was preventing the pwm backlight to be correctly enabled in displays where no initialization is done in the bootloaders.

This reverts commit c4019284.
