sei510_defconfig: change USB vendor ID to 0x18d1

Migration requested to merge dev/usb-vendor-id into u-boot/v2019.04/integ

Change the USB vendor ID (used by fastboot) to 0x18d1 (Google) so default udev rules for existing android users work out of the box.
