ti_config_fragments/GKI : enable bootconfig

As required by AOSP, enable bootconfig in order to place androidboot* kernel command line in bootconfig.

I've boot tested on ti-android-13 this as a separate patch (without adding BOARD_KERNEL_CMDLINE += bootconfig) and it still boots fine to ui.

Since this change is harmless in itself, I think we should already merge this. @glaroque can you please review and merge if this is ok for you?
